MEMORANDUM
To: Leadership Advisory Committee
From: Spears Westbrook
Date: May 31, 2007
Re: May 29, 2007 Leadership Advisory Conference Call
The Advisory Committee Conference Call was held as scheduled on May 29, 2007 at 1:30 PM EDT.
Committee members present were: Joe Schafer
Jim Alexander
Gene Stephens
Spears Westbrook
Steve Casey
Tom Fox
Bud Levin
Guests were: Cheryl Perkins, FDLE
Lt. Rob Woods, SCHP
Dr. David Bugg, LEMIT
The members reviewed per request of Bud and Spears item #4 submitted by the membership subcommittee. The concern being twofold:
1. The chairman of the Advisory Committee should not alone accept or deny Consortium membership.
2. The committee should have available a procedure to deny membership.
It was approved by all present that the membership subcommittee should reconvene to address items 1 and 2 above. That subcommittee being: Gene Stephens, Jim Alexander and Steve Casey.
Until the subcommittee provides recommendations to the full committee and the full committee votes on said recommendations, the acceptance or denial is to be decided by the chair who may bring any potential membership before the full committee for review.
Further, those present accepted the proposed membership application form and the form will be placed on the website immediately.
The committee also agreed that use of the approved ‘Talking Points’ document and the recruitment/advertisement of the Consortium should be sent to subcommittee for review and recommendations.
As chairperson, I am requesting that committee members Steve Casey, Steve Burge, Tom Fox and Doug Graves support our effort by serving on this subcommittee, with Tom Fox acting as coordinator.
South Carolina continues to work to improve the website and requests information for display and website links for posting. It was decided that the Listserv would continue to be utilized in addition to the website forum.
The Summit will be held in Florida in July 2008 and the theme “Leadership in the 21st Century: Domestic and International Perspectives” was approved. The activities will be conducted over three (3) days with a fourth day reserved for the Advisory Committee and invited guests.
The Summit Program Committee has been selected and members are as follows:
1. Danielle Desilet, Chairperson (FDLE)
2. Alexander
3. Gene Stephens
4. Nick Nicholson
5. Len Hall
6. Tom Fox
7. A representative from Germany if an appropriate person who is fluent in English can be named
8. A representative from the U.K. will be requested
9. A representative from Italy will be requested
Final activity on the call involved a report by Jim Alexander and Gene Stephens concerning the Advisory Committee’s study group, to be referred to as the Leadership Program Review Team. The Review Team will be co-chaired by Dr. Dave Bugg (LEMIT) and Lt. Rob Woods, SC Highway Patrol. Other members include SSgt Len Hall, RCMP, David Brand, FDLE and Lt. Dave Williams (Greenville Co. South Carolina Sheriff’s Department). In support of the team’s activities, S.C. will provide administrative assistance and Texas (LEMIT) will provide a graduate assistant.
Essentially, the team will initiate a review (international)/comparison of identified leadership programs and compile a directory which will exhibit competencies addressed, teaching methodologies, instructional staff, etc. The team’s activity will begin with survey form development and distribution. Dave and Rob will provide the Advisory committee with a detailed report on the next conference call.
The next Advisory Committee conference call will be scheduled approximately one month from now and an agenda published prior to the call.
